To start with, the ring contains the power of the line of Lucis--that is, it literally contains the line of Lucis. They judge all who wear the ring, and if one is not of the bloodline, then the end result is not pretty to say the least. The kingdom's founder was a terribly unflinching rat bastard with a love of immolation, you see.
As for its function, it is hardly a simple thing even for the worthy. Magic for us carries a heavy cost; body and soul, primarily. I wouldn't know just what it demands of him for the average use, but those who wear the ring are historically not very long-lived.
I don't remember the exact verse, mostly because it was stupid and something like ten lines long. But the idea is very simple; the Chosen King of Light is meant to gather the power of his forebears and their weapons, forge covenants with the gods, and dispel eternal darkness from the world at the cost of his own life.

Our past lives' home world was governed by a hexatheon, and at its peak was the Draconian, Bahamut. He orchestrated it all from the very founding of the kingdom, through all hundred-something generations straight to Noctis. The darkness from which the world needed delivering--well, I honestly do not know where it originated from, but the form it took was his responsibility as well.
[This Bahamut better think twice before showing his face in this world ever, if that's the case. If many a king from the line of Lucis has suffered from Bahamut's plotting that's a great way to piss Wei Wuxian off.]
So it's a route Bahamut crafted from the very start. Sounds arrogant to me.
